John Spearin – Federal Program Manager
John Spearin has more than 20 years of experience in the investigation and management of contaminated media, including leaking underground tank (LUST) management, surface water, groundwater, soil, hazardous waste, non-hazardous waste and air. In his current role, he oversees the implementation of all projects conducted by EFS. He has extensive experience in the remediation of soil and groundwater at LUST, Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) sites utilizing in-situ and ex-situ techniques. Additional experience includes development of sampling programs to assess extent of contamination, design and construction of remediation systems, development of remediation work plans, regulatory negotiation and contract management. Specific work experience has included installation, operation and decommissioning of remediation systems, assessment of hundreds of industrial and commercial facilities, auditing of industrial operations, design and installation of capping remedies, design and installation of groundwater monitoring well networks, and preparation of closure reports. He has developed cost estimates for implementing various remedial actions and prepared remedial design and remedial work plans for both State and Federal Agency review.
